Downtown Foley and Tanger are two separate zones. They're not a short walk from each other -- plan them as two distinct stops rather than assuming you can walk between them. The downtown corridor runs along Laurel Avenue and North McKenzie; the outlets are at 2601 South McKenzie.
Downtown OWA has its own parking. The pedestrian-only layout means you park once and walk -- much easier than navigating the Tanger lot on a Saturday.
Check holiday hours. Hours at the outlet stores can shift significantly around major holidays. The center-level hours on the Tanger website are a starting point, but individual stores set their own schedules.
Pair shopping with something else on the OWA side. If you have kids, Tropic Falls at OWA is right there -- 22 rides, open daily. It makes the OWA district a natural full-day stop rather than a quick retail run.
